There are many open questions about the design and implementation of alternative labor policies. For instance, when and how to adopt a minimum wage, how to set up an unemployment benefit program, how to ensure access to capital to the self-employed or micro-entrepreneurs, or how to increase participation rates among women. At the same time, there is considerable research analyzing some of these questions, generally in technical papers that are difficult to grasp for the non-specialist, often using different methodologies and leading to different policy recommendations.
